VATICAN CITY, MAY 4, 2007 (VIS) - Today in the Vatican, the Holy Father received prelates from the International Episcopal Conference of Sts. Cyril and Methodius, who have just completed their "ad limina" visit. The conference is based in Belgrade and brings together Catholics of Latin and Byzantine rite from Macedonia, Montenegro, and Serbia and Kosovo.
The Pope greeted the bishops recalling how they "come from different countries that have different ethnic groups, cultures and languages," but how nonetheless their "ecclesial communities are united by the same faith in the Risen Christ handed down to us by the Apostles."
"The various countries and the various social and religious environments in which your faithful live," said the Pope, "bring no small number of repercussions to their Christian life." These include questions such as "marriages between people of different confessions or religions which require ... particular spiritual attention and a more harmonious cooperation with other Christian Churches, ... the religious education of the new generations," and "the formation of sacred ministers and their spiritual accompaniment in a multi-confessional environment."
"It is important to help seminarians" and for priests "to cultivate an intimate relationship with Jesus if they wish to accomplish their mission to the full and not just see themselves as simple 'employees' of an ecclesiastical organization. The priest is at the complete service of the Church, a living and spiritual organism that draws her energy not from nationalistic, ethnic or political factors, but from the action of Christ present in her ministers.
"The Lord," Benedict XVI added, "wished His Church to be open to everyone. ... Over the course of the centuries, Tradition maintained [the Church's] universalistic character unaltered as she slowly spread and came into contact with different languages, races, nationalities and cultures."
The Holy Father then went on to refer to the difficult mission faced by prelates from this episcopal conference, and encouraged them "to be an evangelical 'leavening' that ferments society" and to seek to involve "all members of the People of God, using all available tools of Christian formation, translated into the various languages of the people. Such joint pastoral action cannot but bring beneficial effects," also in the field of civil society.
"Today, a poorly understood modernity tends to give exaggerated emphasis to the requirements of the individual, to the detriment of the duties that all people have towards God and towards the community to which they belong." Hence it is important "to highlight a correct conception of civil and public responsibility, because from such a vision arises the commitment to respect the rights of each, and the real integration of one's own culture with that of others."
"Providence placed your peoples on a European continent that, over these years, has been undergoing a process of reconstruction. Your Churches also consider themselves as part of this historical process, well knowing that they have their own specific contribution to make. Unfortunately there is no lack of obstacles: the scarcity of means because of the economic situation, and the paucity of Catholic forces. Nor is it easy to forget the difficult heritage of 40 years of," communism "that gave rise to forms of social behavior not conducive to freedom and personal responsibility. At the same time, it is difficult to resist the temptation of Western materialism."
"Do not lose heart!" the Holy Father concluded, reminding the prelates that the Lord "has put you in close contact with our Orthodox brethren. As limbs of the one Body, seek all possible forms of collaboration in the service of the one Kingdom of God. Do not be unwilling to collaborate with other Christian confessions and with all people of good will in order to promote everything that may help propagate the values of the Gospel."

"This morning, Seyyed Mohammad Khatami, former president of the Islamic Republic of Iran, visited His Holiness Benedict XVI. He subsequently went on the meet Cardinal Secretary of State Tarcisio Bertone S.D.B., who was accompanied by Archbishop Dominique Mamberti, secretary for Relations with States.
"The conversations provided an opportunity to consider the importance of serene dialogue between cultures, with the aim of overcoming the severe tensions that mark our time and of promoting fruitful collaboration in the service of peace and of the development of all peoples.
"Mention was also made of the situation and problems of Christian communities in the Middle East and in Iran.
"Concerning the situation in the Middle East, the need was reiterated for robust initiatives from the international community - such as is happening over these days at the meeting in Sharm al-Sheikh - with a view to beginning serious negotiations that take into account the rights of everyone, while respecting international legality and with an awareness of the need to rebuild mutual trust."

VATICAN CITY, MAY 4, 2007 (VIS) - According to a communique made public today, on Tuesday April 17 at the Ministry of the Exterior in Manila, Philippines, an agreement was signed between the Holy See and the Republic of the Philippines concerning the cultural patrimony of the Catholic Church.
Signing on the part of the Holy See, as plenipotentiary, was Archbishop Fernando Filoni, apostolic nuncio to the Philippines and, for the Republic of the Philippines, Albert G. Romulo, exterior minister.
"This agreement, which consists of six articles," the communique reads, "regulates cooperation between the Holy See and the Republic of the Philippines for the protection of the cultural patrimony of the Catholic Church; in particular for the protection of the colonial churches, museums, archives, libraries and works of art that belong to ecclesiastical institutions and that have a significant historical value."

Tallinn, May. 3, 2007 (CWNews.com) - Russian Orthodox Patriarch Alexei II has denounced the removal of a memorial to Communist soldiers from the Estonian capital city of Tallinn, and blamed the Estonian government for the action.
The Russian patriarch said it was "immoral and disrespectful" to remove the monument, and-- more seriously-- the bodies of some soldiers who had been buried on the site. Before the exhumation two clerics-- a Lutheran pastor and an Estonian Orthodox priest-- led prayers for the dead at the site.
Estonian Orthodox Metropolitan Cornelius, who is subordinate to the Moscow patriarch, has proposed that a cross be erected at the site of the former Communist monument.

"The World Is Witnessing an Unprecedented Degree of Hate"
GENEVA, MAY 3, 2007 (Zenit.org).- Here is the April 17 text of an intervention by Archbishop Silvano Tomasi, the Holy See's permanent observer at the United Nations at Geneva, during an international conference called by the U.N. High Commissioner for Refugees.
The conference was considering the humanitarian needs of refugees and internally displaced persons within Iraq and neighboring states.

Mr. President,
1. In Iraq it seems "easier to die than to live," as some media reported in the face of the increasing violence and daily atrocities that are destroying innumerable lives and the hope of an entire people. The initiative taken by the UNHCR to bring together representatives of governments and of humanitarian organizations is therefore an opportune and promising decision.
The delegation of the Holy See expresses its appreciation and looks forward, as a result of this conference, to heightened awareness on the part of the international community and to concrete forms of help for the uprooted populations of Iraq. Over the years, the UNHCR has rescued and given hope to millions of victims of persecution, conflicts and violation of basic human rights. We are all challenged to maintain this noble tradition.
2. The world is witnessing an unprecedented degree of hate and destructiveness in Iraq; this phenomenon concomitantly exerts a widening deadly impact in the entire Middle East region. Sectarian and tribal clashes, military actions, armed groups competing for power, kidnappings, rapes, international terrorism, threats to and murder of the innocent members of families simply because they uphold their ancestral faith -- these are all elements that, in combination threaten human dignity and social well-being in the region. Targeting of unarmed civilians is a particularly tragic sign of total disregard of the sacredness of human life.
While the consequences of this generalized violence affect the social and economic life of the country, they also are a stark reminder of the passionate appeals of the late Pope John Paul II to avoid "the tremendous consequences that an international military operation would have for the population of Iraq and for the balance of the Middle East region already sorely tried, and for the extremisms that could stem from it." He insistently called for negotiations even though he knew well that peace at any price might not be possible (John Paul II, Angelus, March 16, 2003).
3. Massive uprooting and displacement of the Iraqi population is now indeed a tremendous consequence. The figures are telling: Some 2 million Iraqis currently displaced internally and 2 million others have already fled the country, and between 40,000 and 50,000 are fleeing their homes each month.
The very generous welcome provided by Jordan and Syria, in particular, and by the other countries, is certainly highly commendable. Economic, social and security concerns, however, are putting to the test this willingness and capacity to welcome.
It is urgent, therefore, for the international community to take up its responsibility and share in the task of protection and assistance, to answer the call for action now through the implementation on the ground and in practical decisions of the legal and moral commitments it patiently formulated and agreed upon. Where war and violence have destroyed the social tissue and the unity of Iraq, judicious political choices and a non-discriminatory humanitarian engagement would be the first step to re-establish a pluralistic unity.
4. There are special categories of victims that stand out in this largest Middle East exodus since the still unresolved Palestinian one of 1948. Displaced women, elderly and children bear the brunt of the tragedy. With the experience of daily violence and, even more tragically, with the killing of family members before their eyes, many children are traumatized and remain without professional care. Most uprooted Iraqi children wake up in their exile to a daily experience of uncertainty, deprivation, lack of schooling, and to hard labor just to attain the minimal essentials of human survival. One has to wonder how their psychological scars will condition the future.
Christian and other religious minorities who have been a target of forced eviction and ethnic and religious cleansing by radical groups find themselves in limbo in their temporary place of refuge since they are unable to return to their homes and are without a possibility of local integration or resettlement. It is the suffering of all the victims that should prompt a coordinated, effective and generous response.
5. A comprehensive reconciliation and peace are the obvious responses that address the root of all forced displacement. As the international community pursues this complex goal, addressing immediately the needs of the millions of uprooted Iraqis and other refugees in the area will prevent further regional destabilization and will relieve their pain.
This is not the time to look at technical definitions of a refugee, but to recall "the exemplary value beyond its contractual scope" attributed by states, from the very beginning, to the Convention Relating to the Status of Refugees (1951).
Recently, the development of the concept of complementary protection has become a significant conclusion to support a humane response in massive displacement. Therefore, among the practical measures that must be upheld and implemented as means of due protection, are acceptance of all people fleeing generalized violence, respectful of their human rights and of the principle of non-refoulement, registration for an orderly assistance, provision of appropriate legal documentation.
In this humanitarian response, the countries hosting displaced Iraqis cannot be ignored by the international community and must receive tangible and prompt solidarity. A community-inclusive approach to assist vulnerable displaced people and hosts can be a winning strategy for an effective outreach even to needy persons who are the most isolated and vulnerable.
In fact, without this solidarity, the victims escaping violence are at risk of new forms of exploitation and of being deprived of health and education services, housing and employment possibilities. Facing such vulnerability, some persons are tempted to place themselves in the hands of smugglers in order to escape but simply are confronted with additional difficulties in the countries they manage to reach.
While the first humanitarian need is peace, equally vital is a coordinated response that raises awareness of the immense crisis we face. Such a response must involve actors from states, civil society and United Nations. In order to ameliorate the plight of all displaced people inside and outside the country, this response must enjoy a responsible participation of all Iraqis.
All humanitarian workers who have been delivering active assistance, notwithstanding risk and sacrifice, deserve the appreciation from the global human family, as well as adequate resources to carry out their mission. They serve as effective instruments, as shown, for example, by the tens of thousand of people of all backgrounds and convictions being helped daily by the Catholic charitable network in Iraq, Jordan, Syria, Lebanon, Turkey and Egypt.
Local NGOs as well as faith-based organizations and others often have the best capacities to reach out to the neediest, build upon community solidarity, and, in this moment of increased tensions between ethnic, tribal and religious groups, open up genuine dialogue. It makes good sense that they be empowered, financially supported and actively engaged in situation assessments and response programming.
6. In previous but similar crises of massive displacement, the mobilization of the international community proved effective in providing durable solutions. There is a need to match past effectiveness. While the right to return has to be kept alive for displaced Iraqis, other examples in recent history have demonstrated that the option of resettlement may need to be enhanced, and doors opened by more countries and for greater numbers, so that pressure within the region may be alleviated on a short-term basis.
A renewed and concerted effort is called for, however, to make conditions in Iraq and in the whole region conducive to a decent and sustainable coexistence among all its citizens. The historical diversity of communities can contribute to a democratic experience and can link this society to the world. Such a contribution presupposes mutual acceptance, the rejection of homogenization, and constructive pluralism. The implementation of all durable solutions to end displacement in this context can prevent the emergence of chronic, protracted situations that result in long-term and humiliating circumstances for large numbers of new refugees.

7. My Delegation is convinced that, at this juncture of the Middle East crisis, vigorous leadership is demanded of the international community. Surely, the greatest challenge is to find a way for reconciliation, to reconstruct the will to dialogue, and to hope again so that peace may win. Generous, timely and coordinated humanitarian help for all the victims of such horrific violence will achieve justice for them and will begin the indispensable process of healing their tragic condition.

Venerable Brothers in the Episcopate and the Presbyterate,
Dear Ordinandi,
Dear Brothers and Sisters,
Today, the Fourth Sunday of Easter traditionally known as "Good Shepherd Sunday", has a special significance for us who are gathered in this Vatican Basilica. It is an absolutely unique day especially for you, dear deacons, upon whom, as Bishop and Pastor of Rome, I am pleased to confer priestly Ordination. In this way you join our "presbyterium".
Together with the Cardinal Vicar, the Auxiliary Bishops and the priests of the Diocese, I thank the Lord for the gift of your priesthood which enriches our Community with 22 new Pastors.
The theological density of the brief Gospel passage which has just been proclaimed helps us to perceive better the meaning and value of this solemn Celebration.
Jesus speaks of himself as the Good Shepherd who gives eternal life to his sheep (cf. Jn 10:28). This image of the shepherd is deeply rooted in the Old Testament and dear to Christian tradition. The Prophets attributed to David the title: "Shepherd of Israel", which hence possesses an indisputable messianic importance (cf. Ex 34:23).
Jesus is the true Shepherd of Israel, since he is the Son of Man who desired to share the condition of human beings to give them new life and lead them to salvation.
Significantly, the Evangelist adds to the term "shepherd" the adjective kalós, good, which he only uses with reference to Jesus and his mission. In the account of the Wedding at Cana, the adjective kalós is also used twice to signify the wine offered by Jesus, and it is easy to see it as a symbol of the good wine of messianic times (cf. 2:10).
"I give them (that is, to my sheep) eternal life and they shall never perish" (Jn 10:28). These are the words of Jesus, who had said a little earlier, "the good shepherd lays down his life for his sheep" (cf. Jn 10:11).
John uses the verb tithénai -- to offer, which he repeats in the following verses (cf. 15,17,18). We find the same verb in the Last Supper narrative when Jesus "laid aside his garments" in order to "take" them back later (cf. Jn 13:4,12).
Thus, it is clear that the intention is to affirm that the Redeemer has absolute freedom to do with his life as he chooses and thereby give it up or take it back freely.
Christ is the true Good Shepherd who gave his life for his sheep, for us, sacrificing himself on the Cross. He knows his sheep and his sheep know him, just as the Father knows him and he knows the Father (cf. Jn 10:14-15).
This is not a matter of mere intellectual knowledge but of a profound, personal relationship: a knowledge of the heart, of one who loves and one who is loved; of one who is faithful and one who knows how to be trustworthy.
It is a knowledge of love, by virtue of which the Pastor invites his sheep to follow him and which is fully manifest in the gift of eternal life that he offers to them (cf. Jn 10:27-28).
Dear Ordinandi, may the certainty that Christ does not abandon us and that no obstacle can prevent the accomplishment of his universal plan of salvation be a cause of constant consolation -- also in difficulties -- and steadfast hope for you. The Lord's goodness is always with you, and it is powerful.
The Sacrament of Orders, which you are about to receive, will make you sharers in the very mission of Christ; you will be called to scatter the seed of his Word, the seed that carries in itself the Kingdom of God; to dispense divine mercy and to nourish the faithful at the table of his Body and Blood.
To be his worthy ministers, you must ceaselessly nourish yourselves with the Eucharist, source and summit of Christian life.
In approaching the altar, your daily school of holiness, of communion with Jesus, of the way of entering into his sentiments in order to renew the sacrifice of the Cross, you will increasingly discover the richness and tenderness of the love of the divine Teacher, who today is calling you to a closer friendship with him.
If you listen docilely to him, if you follow him faithfully, you will learn to express in your life and in your pastoral ministry his love and his passion for the salvation of souls.
With Jesus' help, dear Ordinandi, each one of you will become a Good Shepherd, ready, if necessary, to lay down your life for him.
Thus it was at the beginning of Christianity with the first disciples, while as we heard in the First Reading the Gospel continued to be disseminated amid consolations and difficulties.
It is worth stressing the last words in the passage from the Acts of the Apostles which we have heard: "The disciples were filled with joy and with the Holy Spirit" (13:52).
Despite the misunderstandings and disagreements, about which we have heard, the apostle of Christ does not lose joy; indeed, he is a witness of that joy which flows from being with the Lord and from love for him and for the brothers and sisters.
On today's World Day of Prayer for Vocations, whose theme this year is: "The vocation to the service of the Church as communion", let us pray that all who are chosen to such a lofty mission may be accompanied by the prayerful communion of all the faithful
Let us pray that in every parish and Christian community attention to vocations and to the formation of priests will increase: it begins in the family, continues at the seminary and involves all who have at heart the salvation of souls.
Dear brothers and sisters who are taking part in this evocative celebration, and in the first place you, relatives, family members and friends of these 22 deacons who will shortly be ordained priests!
Let us surround these brothers of ours in the Lord with our spiritual solidarity. Let us pray that they may be faithful to the mission to which the Lord is calling them today and ready to renew their "yes" to God, their "here I am", every day without reserve.
And let us ask the Lord of the harvest on this Day for Vocations to continue to bring forth many holy priests who are totally dedicated to the service of the Christian people.
At this most solemn and important moment of your life, dear Ordinandi, I once again address you with affection. On this day Jesus repeats to you: "I no longer call you servants, but friends". Welcome and nurture this divine friendship with "Eucharistic love"!
May Mary, the heavenly Mother of priests, accompany you. May she who beneath the Cross united herself with the Sacrifice of her Son and after the Resurrection accepted together with the other disciples the gift of the Spirit, help you and each one of us, dear brothers in the priesthood, to allow ourselves to be inwardly transformed by God's grace.
Only in this way is it possible to be faithful images of the Good Shepherd; only in this way can we carry out joyfully the mission of knowing, guiding and loving the flock which Jesus acquired at the price of his blood. Amen.
